The Department of Energy (DOE) is funding the EV Smart Fleets initiative through the Clean Cities Program and the California Department of General Services. EV Smart Fleets is a nationwide initiative to accelerate electric vehicle adoption in public fleets.
EV Smart Fleets is requesting participation in a survey that asks state and local government agency officials to describe their experience with, and potential interest in, electric vehicles (EVs) for government fleets. The survey also asks for background information about vehicle procurement processes and electric vehicle initiatives.

Public fleets are seeing huge benefits to the deployment of electric vehicles (EVs), but there are barriers to adoption such as higher incremental costs, procurement processes, and insufficient charging infrastructure remain as critical barriers to adoption.
EV Smart Fleets seeks to address these barriers to EV adoption by aggregating state and local fleet purchases for EVs and charging stations through a multi-state aggregated EV solicitation and procurement agreement. EV Smart Fleets goals include:
- Accelerate electric vehicle adoption by public fleets
- Lower the purchase price of electric vehicles for public fleets by at least 15% through volume purchases and creative financing and ownership tools
- Increase access to a wider range of electric models and favorable prices for electric vehicle charging stations
